• Warren "Tina" Garnett

    Joined the board in 2020 and serves as Secretary and member of the Fundraising and Strategic Planning Committee. She attended the University of the District of Columbia. She has dedicated the past 30 years to working on public/community service projects in the Washington, DC Metropolitan area.  Tina spearheaded her employer’s participation in many community service projects, including the Washington Lawyers Committee for Civil Rights and Urban Affairs, Public School Partnership Program, and the Greater DC Cares National Day of Service for both Dr. Martin Luther King’s Birthday and 9/11 community service projects.  She was a 2016 local recipient of the Jefferson Foundation Award for Public Service – the Jefferson Award Foundation recognizes the truly significant impact grassroots public service has on communities. She brings her passion for community/public service to the Board of the Manassas Education Foundation.

  • Dr. Cephas L. Goldman

    Joined the board in 2018, recommended by his wife. He is chair of the Fundraising and Strategic Planning Committee. He received a D.D.S. degree from Howard University, MBA from Loyola University, Baltimore MD and a Mphil in applied theology from the University of Pretoria, South Africa. Dr. Goldman has over 40 years of experience in the public and private sector health care arenas. Since Dr. Goldman’s retirement from private dental practice, he has held various positions for and with the federal government including Dental Director and CEO of Central Virginia Community Health Center, a Division Director with the Bureau of Primary Health Care and as a technical advisor to US Agency for International Development’s Orphan and Vulnerable Children’s Programs in Africa. He is co-owner of the Health and Community Services Consulting LLC. Dr Goldman has had extensive experience working with and training boards of directors.

  • Dr. Thurma M. Goldman

    A former loan recipient of the Jennie Dean Educational Foundation is the current President of the Board of Directors. She has been a member since 1986. Dr. Goldman completed her undergraduate and medical education at Howard University in Washington, DC. She obtained her Master’s in Public Health from the University of California at Los Angeles, School of Public Health. Dr. Goldman began federal service with the Commissioned Corps of the US Public Health Service in 1989 where she worked for 25 years in various areas of public health. She shared the US domestic experience with HIV prevention and treatment as she joined the Centers for Disease Control and Prevention (CDC) to work in South Africa. She is co-owner of Health & Community Services Consulting, LLC through which she provides consultative services. She serves her community through activities related to promoting health for the underserved.

  • Loretta F. Hall

    Has been a member of the Board for 35 years. She was introduced to the Board by deceased Director Michael Turner who was Treasurer at the time. She believed in the goals of the Foundation and what they were doing for young people by providing loans and scholarships right from the beginning. Ms Hall’s parents, Lloyal and Sybil Hall attended the Manassas Industrial School for Colored Youth. She grew up listening to stories told by them about the excellent education they received. She attended Kentucky State University where she majored in Physical Education. Ms Hall was a teacher in Physical Education for 40 years in Sterling, VA. During those years she received many honors. Sterling Elementary honored her with a plaque placed in the Gymnasium for her dedicated and continued service. There is a bench in the school courtyard dedicated to Ms Hall. As a retiree, Ms Hall spends her time in support of her family, her church and her community. During her tenure on the Board, she has served in numerous roles including Vice President and member of several Committees.

  • Clifton D. Jones

    Has served on the Board for over 40 years and is the current Treasurer.  He retired from Truist Bank after serving as a Branch Leader.  He has worked in the Financial Industry for over 35 years.  He is currently employed with The Kingstonville Group LLC as a Senior Financial Analyst.  He is a graduate of the University of Virginia where he obtained a Bachelor of Arts Degree in History and Speech Communication. He is a member of Shiloh Baptist Church in Washington, DC and he is also a member of Phi Beta Sigma Fraternity, Incorporated. He is pleased to be part of the Board of Directors of the Jennie Dean Educational Foundation because it embodies one of values...Service to the Community.  He feels that the Foundation serves an important role in the local community by providing Grants and Loans for young people to continue their education.

  • Jayla L. Jones

    Has served on the board since 2021. She graduated magna cum laude from Spelman College in 2010. In addition, she holds a J.D. from NYU School of Law and is barred in the state of New York. She practiced corporate litigation for three years at an international law firm before transitioning to education. She now teaches high school English in Baltimore City Public Schools. Jayla has been active in community groups and organizations that include Fundraising chair for the New York City branch of the National Alumnae Association of Spelman College (NAASC), SAT Tutor for MERIT Health Leadership Academy, and instructs new teachers for Baltimore City Teaching Residency (BCTR). Her drive to assist scholars is strongly impacted by the support she received as a first-generation student who was able to fund all of her academic needs through the generosity of scholarship programs from individuals and institutions. She received a scholarship from the Manassas Foundation in 2006.

  • Dr. Zella H. Jones

    Joined the board in 2020. She was active in the field of education for more than forty years with Pre-K- 12 experience and retired from Manassas City Public Schools (MCPS) in June 2022. Dr. Jones received her Bachelor of Science degree in Special Education from James Madison University. She earned a Master of Education degree from George Mason University in Special Education Technology; an Education Specialist Degree from Virginia Tech in Education Leadership; and a Doctor of Education Degree from Virginia Tech in Education Leadership and Policy Studies. Dr. Jones was named the 2020 recipient of the Virginia Education Association’s Mary Futrell Award for Distinguished Leadership in Education and 2021 MCPS Principal of the Year. She is a member of First African Methodist Episcopal Church of Manassas, VA. She works with ASPIRE, a mentorship program for young ladies ages 12 -18, and is the Chair of the Talented 10th Education Ministry. In addition, she also serves her community with the Prince William County Alumnae Chapter of Delta Sigma Theta, Inc.

  • Haseltine Stewart Moore

    Joined the board in 2022. She was born and raised in Manassas, Va. where she attended Jennie Dean School before integration as an elementary student and again as a middle school student after integration. She attended college at George Mason University, where she earned a Bachelor of Science degree in Education and a Master of Science. She has been an active member of First Baptist Church Manassas all her life, where she works with the Sunday School; and the Health and Wellness ministries. She also serves as a trustee. For 42 years Ms Moore worked as a Prince William County health and physical education teacher. She also served as Department Chair of Health and Physical Education and Athletic Director of the school, overseeing the many programs and budgets of both. She was voted the Dale City teacher of the year and was an Agnes Meyer nominee. She is an active member of Zeta Phi Beta Sorority, Incorporated, currently with the Phi Kappa Zeta Chapter of Woodbridge, Virginia.

  • George E. Pruden II

    joined the Board in 2020 and serves on the Strategic planning and Fundraising committees. After serving as an attorney for over 36 years in a number of federal agencies he retired from the U.S. Department of Justice. Attorney Pruden demonstrated expertise in ethics through his service as the ethics officer in three federal agencies. He graduated from Norfolk State University with a B.A. degree in Political Science/Public Administration and from North Carolina Central University School of Law. He brings an interest in education through his experience as a teacher of political science courses at Norfolk State University and through his service on the Archdiocesan Board of Education for the Archdiocese of Washington for seven years; two years as Vice-President and one year as President. He is a member of the Pennsylvania, Maryland, Virginia, District of Columbia, and the U.S. Supreme Court bars. Mr. Pruden currently serves as the Chair of the Board of Ethics for the Washington Suburban Sanitary Commission.

  • Carol M. Thomas

    has served on the board for over 40 years. He has served as President and led the Foundation through the first endeavor as a tax-exempt organization. He received a BA from Yale in International Relations and Political Science and a Masters in Internal Economics and Relations from Johns Hopkins University. Carol retired from Federal Civil Service in 1985.  He has served in the U.S. Air Force, worked with the Navy Department in the Contracts Division, served as Secretary of the Federal Trade Commission and as an Office Director for the Environmental Protection Administration.  Mr. Thomas has been active in community groups and organizations that include:  Vice Chair of the Fairfax Council of the Arts, a member of the Fairfax Chorale, and Program Director of the Washington Area United Way for the Metropolitan area. In addition to being committed to enabling youth to obtain higher education Mr. Thomas’ involvement with the Foundation is a family matter.  His father graduated from the original Manassas Industrial School for Colored Youth.  

  • Cameron White

    Grew up in the Manassas City Public School system and joined the Board of Directors in 2021. He received a BS and an MSE in Chemical and Biomolecular Engineering from Johns Hopkins University. He works as a Data Scientist and Consultant for Booz Allen Hamilton and has experience developing data science and AI solutions for federal agency clients in the health and life sciences markets. Mr. White received a commission from the Johns Hopkins University Army ROTC in 2019 and serves as a Health Services Officer in the Army Reserve. Mr. White was a recipient of the Miss Jennie Dean Educational Scholarship as a graduate of Osbourn High School in 2015 and is committed to giving back to his community by fostering educational opportunities.

  • Colonel Ulysses X. “Xerk” White

    Has served on the Board for over 35 years having served in number positions including President until 2019. COL White retired from the Army in June 1981and worked with the Metropolitan Washington Airports serving as Manager of the Personnel Service Department. He is owner of Multi-Group Industries, USA, Inc., trading as Management Resource, a management consulting firm specializing in developing young entrepreneurs. COL White has been very active in a number of organizations and boards including: the Manassas City Planning Commission as Vice Chairman; the Board of Directors of the local American Red Cross Chapter as Chairman; the American Legion, Post 114, as Commander; the Virginia Department of Historic Resources Board, serving as its Vice-Chairman; the Commonwealth Transportation Board; and the Board of Trustees of Preservation Virginia. He was elected to the Manassas City Council, for three terms and serves as member emeritus after 30 years on the Manassas City Historic Resources Board. COL White is the Co-founder and President of the Society for the Preservation of Black Heritage in Greater Manassas, and Co-founder and former President of the Prince William County Chapter of Habitat For Humanity.

  • Ms. Desaré Williams

    Is from Bristow, Virginia, and now lives in Fredericksburg, Virginia. She graduated from George Mason University with a Bachelor of Arts in Communications and a minor in Graphic Design. Currently, Desaré works for the United States Department of Agriculture’s Rural Development Agency in the Office of External Affairs as a Congressional Relations Specialist. Desaré enjoys creating music as a recording artist, playing basketball as she did in college, and participating in the Women’s Missionary Society at her church. She is also a member of Sigma Gamma Rho Sorority, Incorporated. Desaré loves to serve her community and her faith. These values have allowed her to strive to make a difference in the lives of others in all the ways that she has been blessed to achieve this.
